Mr. Feltner has been serving the City of Hazard as City Manager since 1978. In this role, Mr. Feltner manages the administration of the City of Hazard, a full-service municipal government, as directed by the Mayor and Board of Commissioners. Mr. Feltner is responsible for all departments of the city government, overseeing a consolidated budget of over $22 million and a city payroll of over 150 employees. The City Manager also serves as the purchasing agent and the personnel director for the City of Hazard. As City Manager, Mr. Feltner is directly involved in all levels of the day-to-day city operation, from coordinating multi-million dollar projects to answering questions about daily garbage pick-up. He is also responsible for the operations of Hazard Utilities and the certification of its operators and distributors. Mr. Feltner is a member of the International City Management Association (ICMA); Kentucky League of Cities (KLC); Kentucky Gas Association (KGA); and the Kentucky Rural Water Association (KRWA). Mr. Feltner is a graduate of Hazard High School and Eastern Kentucky University. He and his wife, Terry, have one son, Bryan.
Paul Townes, a native of Hazard, has held the office of Assistant City Manager since the early 1980's. A graduate of Hazard High School, Mr. Townes completed his undergraduate degree (BS in Business Administration) at the University of Kentucky, and his Master's degree at the University of Louisville (MS in Community Development). Mr. Townes teaches computer classes part-time at Hazard Community College. He and his wife, Cecile, have two children (Lisa Townes Davidson and Chad Townes) and one grandaughter, (Alexa Ann Davidson).
